Where things stand

The GENIUS Act, enacted in July 2025, created a federal framework for payment stablecoins. Per its terms, it takes effect on the earlier of 18 January 2027 or 120 days after the primary regulators finalize their implementing rules. Trackers from mid-2026 treated 18 January 2027 as the working baseline, and noted the statutory deadline for final rules in July passed with most packages still at the proposal stage.

The most recent primary-source evidence we found is an OCC bulletin dated 21 October 2026 issuing the final rule for OCC-supervised stablecoin issuers, effective 18 January 2027. We could not confirm whether Treasury, FinCEN, OFAC, the Federal Reserve, and the FDIC have finalized their rules since mid-2026, so check the Federal Register for each.

The framework regulates issuers of payment stablecoins and sets expectations such as full reserve backing, regular reserve disclosures, and anti-money-laundering obligations. Check the final rules for exact requirements.

What it means if you do not issue

Most builders accept, hold, route, or display stablecoins rather than issue them. You are unlikely to carry issuer obligations, but your counterparties' status matters. A compliant issuer changes your due diligence, your integration choices, and your customer disclosures.

Money transmission, sanctions, and anti-money-laundering rules can still apply to your activities, depending on how you handle customer funds. The GENIUS Act does not replace them.

Diligence your issuer

Confirm which stablecoins you support are issued by regulated entities and how you will monitor that status.

Update disclosures

Make sure customers understand what they hold, who issues it, and what protections apply.

Engineering work to schedule

Design asset support as configuration so you can add or remove a stablecoin if its issuer's status changes. Build screening and transaction monitoring that can be adapted to new requirements. Keep records of counterparties and due diligence.

Because the effective date is close, assign an owner for a compliance gap review in the next quarter.
